Calls for Illinois to transition state-operated facilities for persons with intellectual and developmental disabilities (ID/DD) to home and community-based services (HCBS) in a caring, comprehensive manner by 2012.

Notes that 32,909 Americans with ID/DD lived in 162 large state-operated facilities with 16+ beds across 42 states as of June 30, 2009.

Cites cost savings of 77.7%, with state-operated facilities averaging $196,735 per person annually versus $43,969 per person annually in HCBS waiver settings in 2009.

Affirms that individuals with ID/DD have the right to live in the least restrictive environment consistent with the Olmstead v. L.C. Supreme Court decision and to receive services with respect and dignity.

Directs copies of the resolution be sent to the Governor, Secretary of the Department of Human Services, and members of the Illinois Congressional delegation.
