Creates the Task Force on Railroad and Bridge Infrastructure to assess railroad tracks and bridges in Illinois requiring repair

Task force membership includes the Speaker and Minority Leader of the Illinois House, Illinois Secretary of Transportation, Regional Transportation Authority Executive Director, Chicago Transit Board Chairman, Metra Chairman, and a freight rail representative appointed by the chair

Task force may appoint additional members representing passenger and freight transportation entities and may request assistance from necessary entities to perform its duties

Illinois Secretary of Transportation serves as chair; task force meets at the chair's call; members serve without compensation; Illinois Department of Transportation provides staffing and administrative support

Task force must issue a report with infrastructure repair recommendations to the Illinois House of Representatives by December 31, 2013
