Creates a Task Force on Mental Diagnosis and Illinois Law within the Office of the Governor, jointly supervised by the Comptroller and Attorney General.

Task force shall survey Illinois statutes and administrative code to identify all laws and government functions dependent on psychiatric diagnoses that may be discredited or scientifically invalid.

Task force shall forward initial legislative recommendations to the General Assembly as soon as possible and submit a final report by December 31, 2013, detailing strategies to correct negative impacts of discredited psychiatric concepts.

Task force membership consists of 8 members: 3 appointed by House Speaker (one as co-chair), 3 appointed by House minority leader (one as co-chair), 1 by Comptroller, and 1 by Attorney General.

Members serve without compensation but may be reimbursed for actual expenses from Office of the Governor funds, and may receive voluntary assistance from individuals and professional organizations.
