Calls on President Barack Obama and the U.S. Department of Energy to release part of the Strategic Petroleum Reserve for summer 2012 refinery use to address crude oil supply disruptions caused by Middle East political upheavals.

Requests the President and EPA Administrator suspend federal Clean Air Act non-attainment rules affecting motor fuel composition and pricing in the Chicago and St. Louis metropolitan areas.

Directs the Illinois Commission on Government Forecasting and Accountability to examine Illinois's "ad valorem" sales tax policy on motor fuel and report findings by September 30, 2012.

Commends Canada's oil sands development in Alberta and calls on U.S. policymakers to expand crude oil drilling and refining capacity to increase fuel supplies and reduce price pressures.
