Governor Pat Quinn proposed reducing Medicaid benefits or services by approximately $2 billion, representing about 18% of the current Medicaid budget.

Medicaid is the primary payer for more than 60% of Illinois nursing home residents, affecting approximately 47,000 elderly or disabled Illinoisans.

Before the House votes on third reading for any bill implementing the Governor's proposed Medicaid reductions, the Governor must file a report analyzing the impact by race, gender, and age of affected recipients.

The required report must address impacts on hospitals and healthcare providers, explain expected long-term and short-term effects, and analyze potential employment impacts in Illinois.

The House Clerk shall distribute the Governor's report to all House members before the vote.
