Supports the United States Fish and Wildlife Service's efforts to establish the Hackmatack National Wildlife Refuge on the Illinois-Wisconsin border in McHenry County, Illinois and Walworth County, Wisconsin.

Urges the Governor to represent Illinois as a supporter of the refuge establishment and directs the Illinois Department of Natural Resources to partner with the U.S. Fish and Wildlife Service to make the refuge a reality.

Identifies the proposed refuge as providing habitat for at least 60 state-listed plant and animal species, including the tamarack tree ("hackmatack"), and supporting protection goals in the Illinois Wildlife Action Plan.

Cites outdoor recreation opportunities associated with wildlife refuges generating a $3.2 billion annual economic impact in Illinois and supporting 33,000 jobs statewide.

Notes that the refuge will expand recreational opportunities to address child obesity and improve children's mental and academic performance through increased outdoor access.
