Public Act 95-596 (2007) directs the Governor to issue official notices to display U.S., Illinois state, and military flags at half-staff upon death of Illinois residents killed in action, in law enforcement duty, or in firefighting duty.

The Office of the Governor's website offers an Illinois Flag Honors e-News Summaries service that allows subscription to receive notifications when the Governor issues flag-lowering notices.

Not all persons and entities displaying flags are covered by the Flag Display Act, and some may be unaware of the Governor's official notices to fly flags at half-staff.

House urges local government entities and persons displaying U.S., Illinois state, or military flags to subscribe to the Illinois Flag Honors e-News Summaries service to honor fallen Armed Forces members, law enforcement officers, and firefighters.

House urges state and local government entities and private statewide associations to provide website links to the subscription service and include information about it in their newsletters to increase awareness and participation.
