Expresses opposition to the U.S. Department of Health and Human Services' July 12, 2012 announcement offering states waivers of federal work requirements under the Temporary Assistance for Needy Families (TANF) program.

Urges the Governor and Secretary of the Department of Human Services to not seek a waiver of TANF work requirements from the federal government.

References the 1996 federal welfare reform that established TANF to promote work and self-sufficiency among low-income parents, which resulted in reduced child poverty and increased employment of single mothers.

Notes that Illinois law already requires the Department of Human Services to advise TANF applicants and recipients of work requirements and the value of employment, and that Illinois Administrative Code establishes specific work requirements for TANF recipients.

Directs delivery of the resolution to the Governor and Secretary of the Department of Human Services.
