Directs the Illinois Auditor General to conduct an audit of the Department of Human Services (DHS) grant to Community Resource Associates (CRA) for transition services related to the closure of Jacksonville Developmental Center and Warren G. Murray Developmental Center.

Audit shall examine whether CRA provided required deliverables under the grant agreement, met other grant requirements, and whether DHS assessed CRA's performance in meeting those requirements.

Audit shall investigate prior business relationships between CRA principals and staff in the Governor's office and DHS, and whether CRA principals have business interests in community group homes receiving transferred residents.

Audit shall determine whether competitive bid procurement requirements were triggered, potentially making the grant award to CRA inappropriate under state procurement processes.

DHS and relevant entities must cooperate fully with the Auditor General, who shall commence the audit as soon as possible and report findings per the Illinois State Auditing Act.
