Directs the Auditor General to conduct a management audit of the Illinois Department of Corrections' implementation of comprehensive medical and mental health services for adult offenders.

Requires audit to evaluate whether the Department adequately monitors Wexford Health Sources' compliance with the $1.36 billion 10-year contract awarded in 2011, including timeliness, scope, recordkeeping, and staffing levels.

Audit must determine whether the Department has proper audit programs to validate performance guarantees, track inmate complaints about medical services, and review vendor billing for accuracy and compliance.

Requires examination of whether each correctional center maintains a Quality Improvement Program with required semi-annual internal audits and the status of the Department's American Correctional Association accreditation efforts.

Mandates State agencies, the vendor, and other relevant entities provide full cooperation with the Auditor General's Office and requires a final report following the Illinois State Auditing Act.
