Directs the Illinois Auditor General to conduct an audit of federal funds received by the State under the Patient Protection and Affordable Care Act (ACA).

Illinois received over $135 million in federal grants for health insurance exchange implementation, information technology infrastructure, consumer assistance, and rate review assistance.

Requires the Departments of Insurance and Healthcare and Family Services to fully cooperate with the Auditor General's audit and provide relevant information.

Calls for the audit to commence as soon as practical and report findings in accordance with Section 3-14 of the Illinois State Auditing Act.

Expresses concern that the ACA's requirements and exchange implementation could be costly to Illinois and demands transparency on how federal and state taxpayer dollars are being spent.
