Congratulates Highland Community College administration, faculty, and students on the institution's 50th anniversary during the 2012-2013 academic year.

Recognizes the college's founding by public referendum in November 1961 and first classes held in September 1962 at Freeport High School, followed by establishment as District No. 519 in fall 1966.

Acknowledges major campus developments including relocation to permanent facilities on the Parker-Taft farm west of Freeport in 1971, the 1979 Sports Center partnership with the YMCA, the 2003 HCC West campus in Elizabeth, and the 2009 Ray and Betty Stamm Health Science Nursing Wing.

Notes the college's 2008 establishment of the first associate of applied science degree in wind turbine technology and dedication of a Wind Turbine Technician Training Center.

Directs presentation of a suitable copy of the resolution to Highland Community College as a symbol of the House's esteem and respect.
