CDH is a birth defect occurring in approximately 1 in 2,500 babies, affecting about 1,800 babies annually in the United States, with a 50% survival rate.

CDH occurs when the diaphragm fails to fully form, causing abdominal organs to migrate into the chest cavity and preventing proper lung development, often requiring mechanical ventilation, bypass machines, and surgical repair.

Average hospital costs per CDH patient total $500,000, with an estimated annual economic impact exceeding $800,000,000 in the United States, while current federal research funding at the National Institutes of Health is less than $5,000,000 annually.

A copy of the resolution shall be presented to Governor Pat Quinn and the Illinois Congressional Delegation.
