Recognizes Colvin's service as chairman of the House Legislative Black Caucus from 2003 to 2008 and his work bridging generational gaps among young African American leaders.

Acknowledges Colvin's legislative focus on job creation, education, consumer protection, and advanced energy initiatives, including work on a coal-to-natural gas power plant project on Chicago's southeast side.

Highlights his service on more than 25 House committees including environment and energy, labor, education, and consumer protection, and his role as House Majority Conference chair.

Directs presentation of a suitable copy of the resolution to Rep. Colvin as an expression of respect and gratitude for his community and state service.
