Congratulates and thanks State Representative Joseph M. Lyons for his many years of service representing Illinois's 19th District and the City of Chicago beginning in 1996.

Recognizes Lyons' advocacy for senior health, education, credit unions, neighborhood safety, and pharmaceutical assistance programs including the Illinois Circuit Breaker and Senior Citizen Prescription Drug Discount Program.

Highlights his service on multiple House committees including Aging, Financial Institutions, Executive, Telecommunications, Veterans' Affairs, and Tollway Oversight, as well as his work supporting the "Fund Education First Act."

Notes his community involvement as a coach of Chicago Park District youth sports, member of parish and civic organizations, recipient of legislator of the year awards from AARP and other groups, and 30-year precinct captain in the 45th Ward.

Honors his leadership as chairman of the House White Sox caucus and his work helping lead House operations while serving in the Speaker's chair.
