Congratulates Al Bowman on his retirement as President of Illinois State University (ISU).

Recognizes Bowman's educational background including a bachelor's degree from Augustana College, a master's degree from Eastern Illinois University, and a Ph.D. from University of Illinois-Urbana, along with his career progression from speech pathologist to department chair to university president.

Highlights achievements during his tenure as ISU's 17th president (since March 1, 2004) including ranking in the top 100 public universities nationally, achieving freshman ACT average of 24.3, freshman-to-sophomore retention rate of 85%, and graduation rate of 70.4%, plus construction of a $50 million Student Fitness Center and renovation of multiple campus buildings.

Notes that Bowman instituted a salary enhancement plan in September 2005 that allocated more than $3.7 million to competitive faculty and staff compensation and increased privately raised funds and grant funding.

Directs presentation of suitable copies of the resolution to Bowman as a symbol of the House's esteem and respect.
