Illinois House of Representatives recognizes Representative Dave Winters for 18 years of service to the State of Illinois.

Representative Winters was first elected in November 1994 to represent the 69th District and later the 68th District after the 2001 remap.

Winters served 6 years on the Winnebago County Board in various committee roles and as Shirland Township Clerk, and was a long-time member of House committees on Public Utilities, Telecommunications, Environment and Energy, and Environmental Health.

Winters graduated from Hononegah High School in 1970, earned a bachelor of arts in European history from Dartmouth College in 1974, and a master of science in agricultural economics from the University of Illinois in 1976; he farmed grain, vegetables, beef cattle, and prairie grass seeds until retiring in 2012.
