Congratulates Illinois State Representative Kent Gaffney on his retirement and thanks him for his service to the state.

Recognizes Gaffney's 15-year marriage to Elizabeth and their two sons, Adam and Alexander, noting they met while working at the Capitol on legislative issues.

Highlights his career beginning in 1988 with the Illinois Senate, including work on utility deregulation and Chicago Bears stadium funding, and his role as Director of Appropriations for the House Republican Caucus starting in January 2001.

Acknowledges his legislative accomplishments as State Representative for the 52nd District (appointed July 4, 2011), including PA 97-0565 on merchant regulations and PA 97-0982 on State's Attorney costs, as well as his advocacy for pension reform and victims' rights.

Notes his community involvement in town halls and recognition of local achievements, his selection as a 2012 Edgar Fellows Program member, and directs presentation of a suitable copy of the resolution to Representative Gaffney.
