• Freezes tuition and fee rates at 2010-2011 levels for resident and non-resident students at public community colleges for the 2011-2012 and 2012-2013 academic years.

• Maintains existing tuition limitations for undergraduate Illinois residents who enrolled after the 2003-2004 academic year, which capped their tuition increases for 4 continuous academic years.

• Takes effect immediately upon becoming law.
