Creates a sixth Office of Executive Inspector General for Higher Education, appointed by the Governor, with jurisdiction over all public institutions of higher education and their officers and employees.

Executive Inspector General for Higher Education investigates allegations of fraud, waste, abuse, mismanagement, misconduct, nonfeasance, misfeasance, malfeasance, or violations of the State Officials and Employees Ethics Act by higher education institutions and personnel.

Initial appointment of Executive Inspector General for Higher Education must be made within 60 days after the effective date, with the initial term running through June 30, 2013.

Appointment requires Senate confirmation by three-fifths vote of elected members and must be based solely on integrity and demonstrated ability without regard to political affiliation.

Executive Inspector General must have a baccalaureate degree and at least 5 years of cumulative service in law enforcement, prosecution, senior management/executive roles, or judicial positions.
