Amends the Illinois Insurance Code Section 367f to expand the "retirement or disability period" definition for firefighters to include a new option for those not enrolled in municipal group insurance at the time of retirement or disability.

Allows disabled or retired firefighters not previously enrolled to elect coverage during open enrollment periods, but only once and before becoming eligible for federal Medicare coverage.

Requires that firefighters electing coverage must be insurable and must pay the full cost of insurance premiums at standard rates without distinction or discrimination compared to active firefighters.

Applies these enrollment provisions to municipalities providing benefits through group insurance policies, self-insurance, pools, reciprocal insurers, or other contractual arrangements.

Takes effect immediately upon enactment.
