IL SB1591

Amends the Medicaid Revenue Act to require the Department of Healthcare and Family Services to establish a Basic Health Program within existing Medicaid managed care and care coordination programs.

Basic Health Program targets individuals earning between 133% and 200% of the federal poverty level to address health care needs of this underserved population.

Program must comply with the federal Patient Protection and Affordable Care Act and incorporate guidance from the United States Department of Health and Human Services.

Department must achieve full implementation of the Basic Health Program by January 1, 2014.

Department must take all necessary steps to ensure Illinois qualifies for and receives enhanced federal matching funds available under the program.
