• Amends Section 32-8 of the Criminal Code of 1961 to add "falsification" as a prohibited action alongside altering, destroying, defacing, removing, or concealing public records.

• Elevates the crime of tampering with public records by judges, clerks, court officials, or employees from a Class 4 felony to a Class 3 felony when committed with intent to defraud.

• Requires individuals convicted under subsection (c) who were responsible for the records to forfeit public office or employment, pension/retirement benefits, and professional licenses, plus may be ordered to forfeit financial gains or pay restitution.

• Establishes that the State Police shall investigate suspected violations when local law enforcement declines or inadequately investigates, and the Attorney General may prosecute when the State's Attorney declines.

• Sets a 3-year statute of limitations for prosecuting tampering violations, commencing from when the violation is discovered or reasonably should have been discovered.
