SB1905 - Universal Child Care Benefit Act

• Creates the Universal Child Care Benefit Act to assist families by providing direct financial support for child care through monthly payments of $100 per child, with a maximum of $1,200 per year per child.

• Establishes eligibility for children who are at least 2 years of age but have not attained the age of 5 years, with benefits paid by the Department of Human Services to eligible parents or guardians.

• Protects benefit payments from assignment, garnishment, attachment, or use as security, and prohibits retention through deduction or set-off except as provided in the Act.

• Establishes a 6-year limitation period for the Department to recover overpayments or erroneous payments, with provisions for acknowledgment of liability and suspension of the limitation period under certain circumstances.

• Amends the Code of Civil Procedure to add benefits under the Universal Child Care Benefit Act to the list of personal property exempt from judgment, attachment, or distress for rent.
