IL SB1967

Amends the Public Community College Act to require competitive bids for contracts exceeding $25,000 or lower amounts as set by board policy, awarded to the lowest responsible bidder.

Establishes exceptions to competitive bidding requirements for specialized services, professional contracts, printing, data processing, equipment maintenance, repair work under $50,000, and emergency expenditures approved by three-fourths of the board.

Requires sealed bids opened publicly with at least 3 days' notice to bidders, with due advertisement including at least one public notice 10 days before the bid date in a district newspaper.

Permits electronic bid submissions if authorized in bid documents, except for construction purposes, with vendors assuming risk of premature disclosure unless secure receipt procedures are provided.

Allows community colleges to comply with terms of grants, gifts, or bequests requiring procurement of specific goods, services, or contractors when the grant or gift provides majority funding for the contract.
