Appropriates $1,798,600 from the Agricultural Premium Fund for distribution to encourage and aid county fairs and other agricultural societies.

Appropriates $786,400 from the Agricultural Premium Fund for premiums to agricultural extension or 4-H clubs distributed at a uniform rate.

Appropriates $1,850,000 from the Agricultural Premium Fund for rehabilitation of county fairgrounds.

Appropriates $329,300 from the Agricultural Premium Fund for agricultural education programs approved by the Department of Agriculture.

Appropriates $900,900 from the Fair and Exposition Fund for distribution to County Fairs and Fair and Exposition Authorities.

Appropriates $6,000,000 from the General Revenue Fund for grants to soil and water conservation districts for personnel, education, promotional assistance, and administrative expenses.

Takes effect July 1, 2011.
