Requires Department of Natural Resources approval before extracting natural gas from shale using well stimulation fluids, including mechanical integrity testing of well casing.

Mandates operators provide detailed geological information, formation depths, chemical additives with CAS numbers, concentration rates, contractor program designs, surface treating pressures, and estimated fracture dimensions.

Prohibits injection of volatile organic compounds (benzene, toluene, ethylbenzene, xylene) and petroleum distillates without exception.

Requires operators submit post-stimulation data including actual treatment volumes, fluid stages, chemical additives used, surface pressures, and shut-in pressures.

Mandates monitoring and recording of annulus pressure during stimulation and requires notification to Department of Natural Resources within 24 hours if annulus pressure increases more than 500 psig; also requires disclosure of well stimulation fluid disposal or reuse methods with groundwater-protective storage requirements.
