Creates the Early Graduation Tuition Waiver Act to reward students who graduate from secondary school in less than 4 school years.

Eligible students receive a tuition waiver to any public university in Illinois (University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, or Western Illinois University).

Waiver length equals the difference between 8 semesters and the actual number of semesters the student was enrolled in grades 9 through 12.

Tuition waiver exempts holders from tuition and matriculation, graduation, activity, term, and incidental fees, but does not cover book rental, service, laboratory, supply, union building, hospital, medical insurance fees, or fees for bond repayment.

State Board of Education receives and awards applications annually; students may request reimbursement for paid fees within 2 months following the school term; effective July 1, 2011.
