• Requires adoption of a cross-agency prequalification process for screening potential private human service providers based on organizational experience, capability to perform services, and organizational integrity.

• Requires creation of a cross-agency master service agreement establishing standard terms and conditions for contracts with prequalified private human service providers.

• Requires establishment of a common service taxonomy to standardize definitions of services, processes, and client populations across agencies to streamline contracting and monitoring procedures.

• Designates the Department of Human Services as the lead agency responsible for coordinating implementation of all three requirements; takes effect immediately upon enactment.
