Amends Public Act 96-956 to increase appropriations to the Department of Healthcare and Family Services for Medical Assistance, increasing the Healthcare Provider Relief Fund allocation from $1,500,000,000 to $2,888,300,000.

Increases Medical Assistance Providers funding from the Healthcare Provider Relief Fund to $2,644,900,900 and allocates $243,399,100 for development and operation of Integrated Care Management.

Extends fiscal year appropriations from June 30, 2011 to June 30, 2012 for the Department of Corrections General Office ($47,954,600), Department of Juvenile Justice ($13,304,700), and State Universities Civil Service System ($1,205,000).

Amendments to Department of Corrections, Department of Juvenile Justice, and State Universities Civil Service System appropriations take effect only if House Bill 2168 and House Bill 3700 respectively become law.

Bill takes effect July 1, 2011, except Articles 0.5 and 2 take effect upon becoming law.
