Appropriates $10,806,400 from the Personal Property Tax Replacement Fund to the Illinois State Board of Education for fiscal year 2011-2012 for Regional Superintendents' and Assistants' Compensation and Related Benefits.

Appropriates $2,225,050 from the Personal Property Tax Replacement Fund to the Illinois State Board of Education for Regional Superintendents' Services in fiscal year 2011-2012.

Amends Public Act 97-56 by modifying Section 10 of Article 5 to establish salary appropriations from the General Revenue Fund for various executive branch appointed officers and commission members, including department directors, assistants, and board members across multiple state agencies.

Eliminates funding for the Department of Lottery Superintendent position and the Chairman of the Local Panel position with Illinois Labor Relations Board by setting appropriations to $0.

Takes effect upon becoming law.
