Adds Section 3-699 to the Illinois Vehicle Code authorizing the Secretary of State to issue special National Wild Turkey Federation license plates for passenger vehicles and motor vehicles weighing 8,000 pounds or less.

Charges a $40 fee for original plate issuance ($25 to National Wild Turkey Federation Fund, $15 to Secretary of State Special License Plate Fund) and a $27 renewal fee ($25 to National Wild Turkey Federation Fund, $2 to Secretary of State Special License Plate Fund).

Creates the National Wild Turkey Federation Fund as a special fund in the state treasury to receive and distribute collected fees as grants to National Wild Turkey Federation, Inc., a 501(c)(3) tax-exempt organization.

Directs fund moneys to support turkey habitat protection, enhancement, and restoration projects in Illinois, plus education and outreach programs regarding turkey conservation.

Permits plates to be issued as vanity or personalized plates at the Secretary's discretion, with expiration dates following the multi-year procedure established in Section 3-414.1.
