Amends the Illinois Vehicle Code to expand Gold Star license plate eligibility to include siblings of service members who died in the Armed Forces

Allows surviving widows, widowers, parents, and siblings to each receive one or more sets of Gold Star registration plates, removing the previous limitation of only one sibling in the absence of surviving parents

Gold Star plates are available for first division vehicles and second division vehicles of 8,000 pounds or less

Permits the Secretary of State to issue Gold Star plates as vanity or personalized plates at the standard registration fee
