Establishes automated traffic law enforcement systems for red light violations in Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and their municipalities.

Prohibits automated systems from issuing violations when a vehicle comes to a complete stop and does not enter the intersection, unless pedestrians or bicyclists are present.

Exempts motorcyclists and bicyclists in municipalities with less than 2,000,000 inhabitants from violations when a red signal fails to change to green within 120 seconds due to signal malfunction or failure to detect the vehicle.

Imposes civil penalties not exceeding $100 per violation, with violation notices including recorded images, violation details, and website access to view evidence.

Requires yellow signal intervals to conform to Illinois traffic control standards, traffic education program fees capped at $25, and statistical analysis of safety impacts at equipped intersections.
