IL SB2533

Amends the State Facilities Closure Act to exclude facilities of public institutions of higher education from the definition of "State facility."

Establishes a State Facilities Panel composed of the Director of Central Management Services, 4 General Assembly members (one from each legislative leadership position), 2 employee representatives, and 2 procurement/leasing experts.

Imposes a moratorium preventing State agencies from closing facilities or reducing their 2011 average daily population or workforce by more than 20% until the State Facilities Panel completes its review and submits its final report.

Requires the Panel to conduct a detailed examination of State facilities including physical condition, staffing levels, economic impacts, and reform requirements, with a final report due to the General Assembly by September 1, 2012.

Dissolves the State Facilities Panel 60 days after submission of its final report to the General Assembly; takes effect immediately.
