Expands the definition of "therapist" under the Mental Health and Developmental Disabilities Confidentiality Act to include pharmacists who dispense pharmaceuticals or are consulted about dispensing pharmaceuticals intended for mental health or developmental disability services.

Adds "prescribing or dispensing pharmaceuticals" to the definition of "mental health or developmental disabilities services."

Specifies that "record" includes information indicating that a person is a recipient of mental health or developmental disability services.

Applies confidentiality protections to communications between pharmacists and recipients regarding pharmaceuticals for mental health or developmental disability treatment.
