Increases minimum population requirement for educational service regions from 43,000 to 61,000 inhabitants, effective July 1, 2015.

Allows voluntary consolidation of regions before June 30, 2013 to meet new population requirements.

Reduces maximum number of regions from 45 to 35; if local consolidation decisions result in more than 35 regions, the State Board of Education must direct further consolidation by June 1, 2014.

Adds new provisions allowing the State Board of Education to impose consolidation by order of the State Superintendent if regions fail to meet population requirements within 90 days after a federal census, with such orders subject to Administrative Review Law.

All population determinations must be based on the most recent federal census.
