Changes Department of Central Management Services authority from mandatory to discretionary for recommending efficiency initiatives to the Governor and removes the duty requirement.

Removes requirement that cost savings from efficiency initiatives be paid into the Efficiency Initiatives Revolving Fund, eliminating separate deposit requirements for Illinois Department of Transportation savings.

Eliminates quarterly transfers of unused wastepaper recycling revenues from the State Surplus Property Revolving Fund to the Paper and Printing Revolving Fund.

Dissolves three revolving funds effective July 1, 2012: the Efficiency Initiatives Revolving Fund, Paper and Printing Revolving Fund, and Minority and Female Business Enterprise Fund, transferring all remaining balances to the General Revenue Fund.

Repeals three sections of the State Finance Act (5.36, 5.298, and 5.615) and takes effect upon becoming law.
