IL SB2849

Adds definition of "blatant disregard" to the Abused and Neglected Child Reporting Act, meaning an incident where real, significant, and imminent risk of harm would be so obvious to a reasonable parent or caretaker that they would not expose a child to the danger without precautionary measures.

Expands the definition of "neglected child" to include children subjected to an environment that creates a likelihood of harm to the child's health, physical well-being, or welfare where the likely harm results from a blatant disregard of parent or caretaker responsibilities.

Extends the definition of "adult resident" to include persons between 18 and 22 years of age residing in facilities licensed by the Department under the Child Care Act of 1969, applying abuse and neglect criteria to these residents.

Maintains existing exceptions that children shall not be considered neglected or abused solely for reasons including relinquishment under the Abandoned Newborn Infant Protection Act, reliance on spiritual treatment, or non-attendance at school.
