Prohibits counties and municipalities (including home rule entities) from using automated traffic law enforcement systems to issue violations for right turns against red signals, as described in Section 11-306(c)(3) of the Illinois Vehicle Code.

Restricts use of automated enforcement systems to speed detection; such regulation is exclusive to the State and cannot be exercised by local governments.

Exempts violations where a vehicle comes to a complete stop and does not enter the intersection during a red signal cycle, unless pedestrians or bicyclists are present.

Prohibits automated enforcement violations for motorcyclists who enter intersections against red signals when the signal malfunctions or fails to detect the motorcycle due to its size or weight.

Applies only to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and municipalities within those counties; effective immediately upon enactment.
