Amends the Illinois Administrative Procedure Act to remove the rulemaking exemption for Pollution Control Board rules under Section 9.14 of the Environmental Protection Act regarding registration of smaller air pollution sources.

Modifies the Public Utilities Act to allow Illinois gas utilities to enter into long-term contracts (up to 30 years) with clean coal synthetic natural gas (SNG) brownfield facilities, with detailed provisions for pricing, capital costs, operations and maintenance, carbon sequestration requirements, and consumer protection mechanisms including a $150 million reserve account.

Establishes oversight procedures for carbon dioxide sequestration sites and pipelines, including annual inspections by the Illinois Environmental Protection Agency and Commission review of transportation and sequestration plans.

Updates the Private Sewage Disposal Licensing Act to modify the effective date for surface discharging private sewage disposal system permit requirements, tying implementation to either January 1, 2013 or 6 months after issuance of a general NPDES permit, whichever is later.

Increases environmental laboratory certification assessment fees and modifies Special Waste Hauling Permit fees under the Environmental Protection Act, changing from annual to 3-year permits beginning January 1, 2013.
