Department of Natural Resources shall establish and maintain Adopt-A-Park programs with volunteers upon request, with authority to approve or deny requests with stated reasons.

Volunteers must provide their own reflective safety gear when working in areas near moving vehicles, and the Department shall provide certificates of appreciation to volunteers.

Volunteer services cannot include work historically performed by Department employees, cannot reduce employee hours or compensation, and must comply with collective bargaining agreements.

State and Department are not liable for damages or injuries from volunteer participation except in cases of willful and wanton misconduct; all volunteers must execute a release and hold harmless agreement before participation.

Volunteers receive no compensation or benefits, no employer-employee relationship is created, and the Prevailing Wage Act does not apply to Adopt-A-Park volunteer projects.
