• Modifies permit denial standards for ID/DD Community Care Act facilities to limit denials based on prior operator history to specific violations under Section 3-117 of that Act, with consideration of compliance plans and correction efforts.

• Requires facilities licensed under the ID/DD Community Care Act to notify the Board and Department of Human Services of intent to reduce the number of beds, in addition to existing closure notification requirements.
