• Secretary of State "shall" (mandatory) furnish vehicle and driver data to applicants on computer media at a fixed fee of $500 in advance, plus charges of $50 per 1,000 units or actual cost, whichever is greater.

• Secretary of State shall make vehicle and driver data available to commercial purchasers of driver and vehicle record databases, provided they enter into a written agreement disclosing their commercial use of the information.

• Secretary of State shall provide immediate online electronic access to limited rating information for insurance companies and agents, including only DUI violations and traffic movement offenses from the preceding 3 or 5 years as specified by the requester.

• Personally identifying information in driver and vehicle records is protected and may only be disclosed for specific purposes listed in the statute, including government functions, motor vehicle safety, legitimate business verification, legal proceedings, insurance activities, and licensed private investigators.

• All fees collected are deposited into the Road Fund, except portions allocated to the Secretary of State Special Services Fund and General Revenue Fund as specified.
