• Amends Section 8c of the Personnel Code to regulate conditions of employment for state service positions under Department of Central Management Services jurisdiction.

• Establishes work commitment requirements for employees whose tuition and fees are paid by the state: 18 months for non-degree training and 4 years minimum for postsecondary degrees funded at 50% or more by the state.

• Allows the state to recover training payments through civil action plus 1% monthly interest if employees voluntarily leave before fulfilling work commitments, with reductions of 25% annually for degree holders and 1/18th monthly for non-degree training.

• Exempts certain training from recovery requirements including courses started before the act's effective date, literacy programs, GED preparation, conferences/seminars, Upward Mobility Program courses, and mandatory employment conditions.

• Establishes Department of State Police training commitment of 2 months employment obligation for each month of completed training lasting longer than one year, with similar recovery provisions.
