Extends the sunset date of the Wholesale Drug Distribution Licensing Act from January 1, 2013 to January 1, 2023, allowing continued regulation of wholesale drug distributors in Illinois.

Removes the Wholesale Drug Distribution Licensing Act from the list of acts scheduled to be repealed on January 1, 2013 and creates a new sunset provision for January 1, 2023.

Increases civil penalties for unlicensed wholesale drug distribution from $5,000 to $10,000 per offense and increases disciplinary fines for violations from $10,000 to $10,000 per violation.

Expands grounds for disciplinary action against licensees to include additional violations such as falsifying pedigrees, handling counterfeit drugs, failing to secure controlled substances, acquiring drugs from unlicensed sources, and inadequate storage or security controls.

Adds new confidentiality provisions requiring the Department to maintain investigation information and complaints in confidence, with limited exceptions for law enforcement and other regulatory agencies presenting lawful subpoenas.
