Amends the Civil Administrative Code to modify the salary-setting provision for the Assistant Director of Corrections, removing reference to "Adult Division" designation.

Updates the Juvenile Court Act of 1987 Section 1-7 to clarify law enforcement record confidentiality for minors under 17, including provisions for criminal street gang-related offenses and removal of "Adult Division" references.

Reorganizes the Unified Code of Corrections by removing "Adult Division" terminology throughout multiple sections, establishing the Department of Corrections as a unified entity while maintaining separate Department of Juvenile Justice operations.

Requires the Department of Corrections and Department of Juvenile Justice to maintain sight and sound separation of juvenile and adult offenders and submit quarterly reports to the General Assembly on facility populations, capacity, programs, and security staffing.

Creates a gang intelligence unit within the Department of Corrections to monitor inmate gang activity and share information with law enforcement agencies while maintaining confidentiality protections under Freedom of Information Act exemptions.
