IL SB2946

Amends the Cook County Forest Preserve District Act to allow forest preserve districts to establish procedures for compliance with state and federal affirmative action regulations and small business contracting requirements.

Permits forest preserve districts to implement policies for use of minority-owned and women-owned businesses in construction and procurement contracts, notwithstanding existing competitive bidding requirements.

Maintains existing contract thresholds requiring competitive bidding for expenditures exceeding $25,000 and allowing non-advertised contracts for expenditures of $25,000 or less with at least 3 competitive bids when practicable.

Takes effect upon becoming law.
