Amends the Environmental Protection Act to require persons operating municipal solid waste landfill (MSWLF) units to post performance bonds or other security with the Agency for site closure and post-closure care.

Exempts the State of Illinois, its agencies, institutions, and units of local government from the bonding requirement.

Requires security to cover both closure and post-closure care expenses calculated using a 30-year post-closure period, and corrective action remedies when required by Board rules or Section 22.41.

Allows closure or post-closure insurance issued by a Department of Insurance-licensed insurer, or an excess or surplus lines insurer licensed in one or more states, to fulfill the security requirement.

Creates a "Landfill Closure and Post-Closure Fund" in the State Treasury to receive forfeited bonds and securities, with funds used by the Agency for closure, post-closure care, and corrective action purposes upon approval by the Governor and Director.
