SB2962 - Gaming Business Enterprise Programs

• Amends the Illinois Horse Racing Act, Riverboat Gambling Act, and Video Gaming Act to establish minority and women business enterprise programs for gaming licensees

• Requires the Gaming Board to establish contract award goals for minority-owned businesses, female-owned businesses, and businesses owned by persons with disabilities, expressed as percentages of total contract dollars awarded annually

• Mandates annual reporting by licensees detailing utilization of minority, female, and disability-owned businesses, including self-evaluation of efforts to meet established goals

• Authorizes the Board to grant waivers for licensees demonstrating good faith compliance efforts, and allows remedies including license revocation for non-compliance with program goals

• Requires the Board to file annual reports by March 1 each year detailing achievement toward goals over the prior three fiscal years, including contract expenditures, numbers and amounts awarded, and business size classifications
